It is enough that the NSLP and Breakfast Program are strictly regulated, regulations which are making it more difficult for SFAs to comply and receive their funds through the monthly claims process. This eventually leads to decreases in participation by the children the programs are supposed to help. The clamping down on competitive foods will only worsen the situation. Any fundraisers need to be exempt from nutrition and time of day requirements. These fundraisers are crucial to the existence of school groups. By the proposed rule for competitive foods, the USDA is putting local schools in the position of playing "food police," a position which will only create animosity and division at local levels. Allow Food Service Directors at schools to make decisions which will best serve their clientele and not simply meet the mandates of the USDA.
