I would like to note my strong support of the rules changes being proposed. The simplified cost-effectiveness formula is a vast improvement over the previous model. I also strongly support the streamlining options and environmental considerations.
I would suggest modifying the social equity provision; I feel that would be easy to get wrong, as the presence of good transit will naturally increase the value of the surrounding land and housing (but this should be a net positive as it will likely lead to increased development and density in the affected regions). Better, I feel, to address the affordable housing issue through housing policy rather than through transit policy.
Overall, however, as an urban resident who is transit dependant, I find it easy to support the proposed changes.
