Yes, the average wight should be adjusted for testing purposes. And yes, the test and results should be in "fully loaded" status, not gross maximum weight with the 'ideal' load one 125lb person in each seat. When I look at test results, I want to know those are based in reality not the 'ideal' situation. Is the bus I want tested and safe at it's fullest possible capacity.
