Proposed Circulars: Title VI

The Oklahoma Department of Human Services, Aging Services Division administers the 5310 Federal funded grant. The state of Georgia and Oklahoma are the only two states that administer the 5310 transportation grant program. The 5310 Federal funded grant is administered by the Department of Transportation in all other states. Question: Who should approve the Title VI Program? In Chapter 2, it states that the grantees board of Directors must approve the Title VI Program or equivalent before it is submitted to FTA. In our case, should the Director of the state agency (OKDHS, Aging Services Division) approve the Title VI Program or should it be the Civil Rights office, within the Department of Human Services?
