I support your idea to improve the status of the Jemez Mountains salamender as an endangered species, but I don't really think that one of your proposal to designate critical habitat for the species is feasible. Your proposal suggests that aproximately 91,000 acres should be designated as critical habitat in the area of New Mexico.
However, in this case, some kind of developments or other uses for the land can be priority for some people rather than preserving the nature, so severe debate is expected. Therefore, I would like to suggest to do benefit-cost analysis, specifically contingent valuation method, on this proposal. In many issues involving value of the nature, for instance, preserving certain swamp, the contingency valuation method has been used and has yielded good policy implications. Through the analysis, the feasibility of the proposal can be figured out and valuable opinions from professionals, activists, and the public will be obtained.
