This comment is posted under Docket Number: FWS-R2-ES-2013-0005 since it deals with the economic analysis of the proposal. I am providing a comment on how your approach to designating critical habitat could be improved to provide greater public participation and understanding (11).
A big concern for the public is always how the government is using their money, and what the costs and benefits are. Itemizing the costs of the proposal and how $260,000.00 is incremented over 20 years will help put the public understand how the funding is being allocated.
On top of itemizing the costs, having a section explaining the benefits of having a critical habitat for the Jemez Mountains Salamander will also be a beneficial area in the proposal. An example would be explaining the importance of the Jemez Mountains Salamanders and their contribution to the biodiversity to the ecosystem.
