Our agency has 35 units of public housing our total annual budget is less than $150,000. We only get around 38,000 in capital funding so any Physical needs found in an assessment must be carefully planned for or put off until funds are available. Further- We just had a PNA in 2008- extended out 20 years. To have one every 5 years at $6000 each time is a big waste of money and resources. They tell us what we need to do- fine but there is no money to do it. We have kept up very wee so far and intend to contiunue to do what we can as resources allow- Why extend this useless burden on us? Can't we just use the PNA we have? Our maintenance staff of 1 is definitely not qualified to do this as suggested. Our boilers are as effiicient as possible, windows tight as possible, as much insulation as possible are in all of our attics. Or so said the last PNA- please consider this regulation as an over extended burden on HA's such as ours!!
