As written, The Homeless Management Information Systems Requirements do not adequately identify all homeless people in a given habitated area. There are many people who would be undercounted as the proposed requirements would mandate the counting of the homeless population, causing undue fear among many among the homeless. Mandated counting would, thus, cause undue cuts in social services as a result of the undercount. Despite some inherent flaws, voluntary censuses of the homeless population by public agencies still yields a more accurate population count, especially owing to the trust and ongoing relationships that these agencies have with the homeless, at large, producing a more accurate count than mandatory counting would. For this reason, I would urge all counting of the homeless population to be done voluntarily and not obligatorily.
