Does the Health Insurance Providers Fee apply to stop loss insurance? While the regulations make clear that it does not apply to self-funded plans, they are silent on the issue of stop loss insurance. This is a very important issue because, if not, employers with insured plans will have to pay much more - probably 2-3% of their total medical cost in year 1 (on top of the 2-3% for the Reinsurance Fee of $63 per covered member per year). If it does not apply to stop loss insurance, employers may move to self-funded plans soley on the basis of avoidance of this fee. As I'm sure you are aware, 100% of the fees are being passed down to the employers and employees and not ultimately paid by the insurers.
Can you provide information to let consumers know how much the fee will be? While the calculation is set forth, where can consumers get information regarding each insurer's book of business?
