I'm not sure what the previous commercial/recreational split was but 69/31 seems
unfair to the taxpayers based on the higher economic benefits provided by
recreational fishing vice commercial fishing activities in the state of Florida.
I also believe that the proposal is inadequate because it does not provide
visibility
or reference to the methodologies used in assessing stock conditions, the data
collected using these methodologies, and the scientific reasoning used in making
conclusions based on analysis of the collected data. This transparency should be
a requirement for all such recommendations so that the public can provide input on
the reasonableness of the methodologies employed and the conclusions drawn as
a result.
