an ea should be required because an ea is inaccurate, lazy work. but then this agency is like mms who used an ea when they gave a permit to drill foroil in the gulf of mexico. you can see how sloppily use of an ea can be used by this example. herring should not be loosely deisnated nor should it be allowed to be taken by commercial profiteers who will rape the ocean and dsteal the herring that belongs to every citizen ot the united states. to date, noaa has allowed commercial fish profiteers to steal and rob the fish that belong to every citizen of the us. because the citizens dont come out to speak, their interests are compleetely ignored and stealing by the commercial fish profiteers goes on unabated. this agency does not represent the general public at all!!!!!!!!!!!!!!!!!!!!
