There was never any accurate scientific justification for the proposed closure! After tagging reef fish for the past 20 years, I say with absolute certainty that the release mortality rate for snapper and grouper was greatly inflated to support the proposed action. Unfortunately the exaggerated release mortality rate was also used to skew the SEDAR which allowed fishery managers to justify the closure of red snapper.
