Change the control dates? I say, scrap the contrived Red Snapper IFQ completely and CORRECTLY diivide the shares. The original IFQ share program was contrived from the beginning...with the Closs 1 permit holder allowed to vote and the Class 2 permit holder unable to do anything but watch and get screwed by both the council and NMFS as it was un-cerimonilly declared that we (Class II permit holders) were NOT REAL FISHERMEN. A program started without even being allowed to vote on it....is a travesty at best...an smacks of a "contrived" situation. As was stated when it was originally designed, Red Snapper have become...and will continue to be a "nuisance", and thought of as A "TRASH FISH", FOR FEW.....IF ANY will have the money to purchase shares "whisked" away by "caviot"!
