Exemptions from OMB review exist for federally funded clinical research programs, and Congress could add an exemption for public health research. In the past, the Paperwork Reduction Act has slowed research in public health areas. Preparing good and meaningful scientific and public health studies and reports is already time-consuming. Additional OMB review can add months or years to the project. Congress needs to examine how its implementation has impaired public health research in the past decade, and to consider policies to reduce costs and streamline data collection for public health purposes.
