Under your request for the public's response to first responder and emergency
response.
You have covered the core aspects/capacities of the responders. One area that I
feel is essential are the psychological needs of the victims or individuals affected
by the emergency. My thought is that in areas where access is limited due to
road damage or other situations; it would be vital to have one or a few individuals,
who have that immediate access, the ability to deal with the mental well-being of
the effected community or facility(s). They should be able to cover any of these
needs adequately prior to a professional mental health specialist arriving.
I thank you for allowing me to provide you this response and I wish you the best in
developing a clear and successful plan.
