Comment on FR Doc # 2010-12731

Please keep the programs centered to support small farmers. Please allow farmers/ranchers to directly participate in the development of VAPG projects and count their time as a contribution toward the program's matching requirements. Please award all the points for the priority group defined in the 2008 farm bill and add clear language that states proposals which target small, mid-sized and socially disadvantaged farmers and ranchers should take priority over projects that are not targeted in that fashion if proposals are otherwise equally ranked. Please allow producer groups/other entities composed of more than 25% beginning farmers and ranchers to apply for funds reserved by the bill specifically for projects benefitting beginning farmers and ranchers.
