Increase the tax on all tobacco products and use at least part of the tax to help pay for subsidies for the poor for buying the newly required health insurance. Tobacco users should have to pay at least part of the expected cost of their nasty habit. Since they will have to buy health insurance, unless they are too rich to qualify for the health insurance subsidy they will be getting at least some return from their tobacco tax in the form of the low income subsidy for health insurance.
