Importation of Sheep and Goat Semen

I hope you are going to relax the requirement that rams born as a result of LAI using imported semen can only be sold to flocks that are enrolled in the Voluntary Scrapie Certification Program. This severely limits our opportunity to sell these rams. It seems such a waste to lose the genetics we obtain from the imported semen because we are so limited in who we can sell too. Since rams don't seem to be considered a threat with regard to scrapie it would be wonderful if this rule was relaxed. Thanks for your consideration.
