For over 25 years I have been an end user of biological control of weeds insects. I have extensive experience working with all aspects of the regulation, movement and environmental release of these beneficial, weed-feeding insects.
I support a “lite” version of the regulation of these types of biological control insects. The most appropriate regulatory structure is to allow complete, unrestricted movement of all biological control of weeds insects once they have been approved for field release in the U.S. This framework is the least costly approach for the USDA and provides the end user the least regulatory burden. It is a simple method to execute and very clear cut without regulatory ambiguity.
