Response to APHIS-PPQ Notice to Develop an Environmental Impact Statement: Movement of Plant Pests, Biological Control Organisms, and Associated Articles (Docket No. APHIS-2008-0076). I endorse the list of issues submitted by the Western Biological Control Working Group (W-2185). This list is excellent and essentially complete. However, I would like to add some specific issues pertaining to commercial biological control: 1. Establish cooperatively a workable process for commercial shippers to expedite importation and movement of commercial biological control organisms, 2. Establish an efficient system for clearing shipments of commercial biological control organisms with potentially affected governmental agencies, e.g., CBP, FWL, EPA, and state departments of agriculture, and 3. Identify points of contact for expeditiously resolving the inevitable problems that will occur in importing and transshipping commercial biological control organisms.
