Importation of Avocados from Continental Spain

Why Spain when avocados and most fruit cannot be brought to the mainland from Hawaii? Could Hawaiian avocados not be subject to the same regulations as those proposed from Spain? Hawaii is part of the United States remember. Agricultural products that are bought here benefit the United States as well as Hawaii and don't add to the trade deficit.
