Checking people crossing the border is fine, but making the data available so broadly that it includes civil matters is invasive as is retention of the records for 15 years unless the check provided reason for suspicion regarding an actual breech of the law. Regulations such as these are going to boomerang on the partisans who support them, probably leading to a reversal that in fact goes too far in the other direction. Withdraw these regulations and write some that will withstand the test of time and use.
