The WAP programs administered in Detroit, Michigan are through the Detroit Department of Human Services. They held a public meeting to discuss one of their WAP RFP's. The RFP allows for possible replacement of "faulty furnaces or boilers. When I asked for clarification about "replacement" they affirmed that equipment could be replaced. When I asked if that equipment could be replaced with geothermal ground-source heat pumps; their representative said, "NO". After I was taken aback, the staff representative further explained that the DOE and the ORNL did not include geothermal HVAC into the programs Specifications. The staff person was, however, aware of the efficacy of geo HVAC but could not allow for same in their program. So, do the current rules and regulations, now provide for renewable energy technologies to be included for single and multi-family buildings? If so, please send me the information. If not, is this the proper forum for this issue? If not, where is the proper forum for this issue? I have attached a recent letter to President Obama that resulted in a recent response from the President.
