If any of the next five states opt to not apply or do not get approved for Phase 2, would states beneath those next five then have an opportunity to apply? Is having applied to Phase 1 a prerequisite for Phase 2? Alternatively, why limit the applications to only the next five rather than any state which did not win Phase 1?
