Continental Airlines has reviewed the proposed AD regarding the nose wheel spin
brake spring arm inspection and replacement and offers the following comments.
1. CAL believes that the cost estimate given in the NPRM is relatively low
as it assumes zero fallout. If CAL decides to accomplish the recommended
terminating action (which would be to install a CRES spring arm) due to a crack or
to avoid the repetitive inspections, it will cost us not only around $10,000 for parts
and labor per spring arm, but will add weight to the A/C making for additional
yearly fuel costs.
2. CAL believes that the visual and HFEC inspections are redundant and
give somewhat contradictory information about the failure mode of the spring arm.
Perhaps Boeing and the FAA should review the inspection intervals again before
the next revision of the SB and forthcoming addition of the AD.
