Japan Airlines (JAL) would like to submit following comments. 1. In the paragraph (l) Reporting Requirement of proposed AD, a report for both positive and negative findings is required within 30 days. However, in Boeing SB 747-51A2060 PART 5, Boeing only requests a report any crack finding. JAL considers that negative findings no need to be reported. Because operators will contact to Boeing to request Boeing's review in almost case when they finds any cracks, it is highly appreciated that no reporting is required in proposed AD, even if positive cracks finding. 2. The STEP 1 of Figure 31 Sheet 6 in Boeing SB 747-51A2060 describes inspection area for fuselage skin. But, the STEP 1 in the next page Sheet 7 specifies inspection for fuselage stringer. Boeing/JAL confirmed "fuselage skin inspection" is correct, and new revision of SB will be issue. Then, new AD should be issued after the release of new revision of SB.
