UPS believes the precursor threshold limiting the beginning inspection timeframe should be excluded from the pending rule. Limiting the airlines to a 1,500 flight cycle or 5,000 flight hour window will negatively impact all operators. Accomplishing an inspection prior to the precursor threshold will not have any adverse effects for the safe operation of the aircraft which constitutes an equivalent level of safety. Please see the attached letter for further comments.
