The plan looks commendable and our only suggestion is a clarification under "Description of How Field and Laboratory Study Participants Will Be Aquired." In the first paragraph, it states "Typically, interested parties contact FHWA...." Given that the research may be conducted by contractors as well as directly by FHWA staff, we suggest inserting a phrase so that the sentence begins "Typically, interested parties contact FHWA or a contractor conducting the research for FHWA...."
