Oct. 2010 Interpretation " Site-specific conditions may lead agencies to determine that it is impossible or impractical to comply with a Standard and that they must deviate from the requirement of a particual Standard at that location OR OTHERS WITH THE SAME CONDITION. (caps mine for emphasis). Proposed new wording limits to a single site-specific condition and would not allow for other locations with same condition. If an agency were to decide that using "Preferential Lane Ends 1/2 Mile" was impractical for termination of bicycle lanes, it could not do as a blanket condition. I believe this change from the wording in the 2010 Interpretation is a step backwards.
