Unless HUD is willing to either remove the tenant transfer option or extend the qualifying occupancy period to at least 5 years before giving the transfer option to the tenant then we are opposed this proposed program. Since there is no funding replacement for the tenant who transfers it would put an undo financial risk to rural area housing authorities. It will not work in rural areas.
