I am utterly amazed at the proposal of requiring a "selected" observer on private fishing vessels. This sounds like something that would be coming from comunist Soviet Union. There's no other word to desccibe it that absurd. I've been following this for close to two years now and have read how the data is being collected in theses so called "studies". The practices I'm aware of are flawed at the very least. I've been fishing North Florida waters for 20 years and have never seen the Snapper population as healthy or even close as it has been the last few years. Please use some common sense here and stand up to whatever environmentalist are behind this unfounded proposed draconian rstrictions. Brandon Blackmon
