I have owned and operated a halibut charter business since 1997 in Alaska. I agree with most of the items in the moratorium. I don't agree with the initial qualifing criteria for getting a permit. I started out with one boat and in 2006, I expanded by buying another charter business and his fishing history and his boat. As I read the rules of qualifing for a permit, I would not be eligible for a permit for the business and boat that I purchased. The boat that I bought was in business and I have the ADFG log books for 2004 and 2005.Please don't punish me for trying to expand. I need two permits to fish my boats in Alaska. It seems ridiculus that if that boat met the qualifing rules for 2004 and 2005 and I purchased the fishing history, business and boat and ran the boat in 2007 and 2008 with the ADFG log books in my name, that it doesn't qualify for a permit.
