I oppose the proposed rule intended to deal with the 160MT dead discard from the Long Line Fleet. It should not be taken off the top of the overall Bluefin quota while still allowing them 69.5 MT \, which in effect give them 28% of the quota, instead of their historical 8.1% of the overall quota. In other fisheries, the sector is closed when it goes over it's yearly quota. When fatored in properly, the PLL sector would get 0% of the overall quota, and remember this is an incedental fishery, not a directed fishery like the other traditional sectors.
This proposal is unfair, and unprecedented, and should not be put into effect.
