Is this regulation helping to attract more people temporarily work for FEMA and other similar entities in lieu of hurricane Sandy? If that is so then this has its benefits, however if this is not so why is the government spending even more money to offer these benefits to part time employees? Usually when, for example, a family is going through tough financial times they buckle down and cut all spending that is not absolutely required. I suggest the government do the same.
