if any breeder tries to import any dogs, any documents they submit should have their federal identification number clearlyu on that permit, and that federal identification number - tax number should be turned over to both the internal revenue service and to the state to which any dogs are being imported so that the state's taxpayers and the tax office knows about the income being genrated by these puppy mill breeders. the taxpayers end up paying for these extra dogs either living in shelters or being killed and the taxpayers have a big stake in what is going on here. aphis doesnt give a damn about this situation oif cruelty to dogs and seems to be willing to allow any old thing to happen to them. i find that wrong in our agencies and i oppose that kind of govt totally. this proposal is a wide open proposal and not cognizant of the problem with too many dogs alrelady in america. this rule has few benefits as prsently written and needs rewriting. it is a rule by an agency without cmpassion which only is interested in fostering money pits on animal abuse. this info collection is deficient in whqat it requires from anybody who wants to handle or own a dog at any time. more than this in information needs to be obtained from any such person. aphius treats all animals as if they are widgets in a factory and can be abused in any old way. they poison animals, they shoot them,, they gas them. this is no agency to be entrusted with handling dogs for america.
