Each State whould provide public hearings before a state benchmark plan is decided. If rehabilitative and habilitative care regulations are being discussed, then public groups involved with that topic should be allowed to testify. Examples such as amputee benefits should be discussed in an open hearing by Amputee Support Groups of Central Pa, the Center for Independent Living in Camp Hill,Pa and ICanAbility(an occupational therapy company that works with amputees as well as other disabilities) as well as individuals. The amputee comminity is diverse with some very high level activity individuals as well as those who are moderately active according to Medicare regulations and they all have different needs. I am fortunate to have FEHP coverage through my husband's employer and that is very good coverage. Many people do not have that option and they need it to remain active and healthy both mentally and physically.
