at no time in the united states or its territories shoudl any eagle ever be shot or killed. no "taking" should ever be permitted. i think the folks at this agency are becoming a little insane with these kinds of proposals. is it the bush/cheney gun, murder, war killing cabal that is influencing all of the murder and killing being promoted in every single govt agency these days. their proposals are out of sight and out of control for intelligent, compassionate govt.
